The Chester Township Board of Trustees met in regular
session Thursday, March 31, 2005,
in the Town Hall Meeting Room at 6:30 p.m. Chairman Charles R.
Stevens, presided.
Trustees Stevens and Montague and Clerk Austin were present.
PLEDGE
The Board led the audience in reciting the Pledge of
Allegiance to the Flag.
PUBLIC
INPUT/QUESTIONS
William Godale was present to
request information about his property at the corner of Mayfield and Valley
View.
He also explained his understanding of towing uses.
Mr. Stevens said he would
forward Mr. Godale’s
request on to the Zoning Inspector.
MATERIAL BID OPENING
2005-164. Mr.
Stevens moved to waive the reading of the Legal Notice. Mr. Montague
seconded.
Vote: Unanimous. Motion passed.

2005-165. Mr.
Stevens moved to forward bids on to the Road Superintendent for his review and recommendation. Mr.
Montague seconded. Vote:
Unanimous. Motion passed.
POLICE
DEPT.
Chief Orosz said they will soon begin the testing process of
police candidates for the open positions of police officer.
Mr. Montague asked the
Chief to have Captain Purchase investigate setting up the Town Hall phone lines
the same as the Police Department has set up with automatic dialing by the
caller to the specific person they desire to speak with by dialing an extension
number.
ROAD
DEPT.
The Road Superintendent said the newly purchase Gradall has been received and all is going well. Leroy
Township will be picking up the old
Gradall on Monday, which they purchased from Chester
Township. The new truck has also been received with all
the necessary additions to the truck in place.
CHESTERLAND FIRE
RESCUE, INC.
Discussion ensued regarding ambulance billing and procedures
in maintaining the account used for the funds collected for ambulances services.
ZONING
DEPT.
Zoning Inspector Mike Joyce reported on current zoning
issues.
Mr. Montague referenced Mr.
Godale’s appearance at this evening’s meeting and his
request for zoning information about his Mayfield Road
and Valley View Drive
property and asked the Zoning Inspector to provide the information to Mr.
Godale.
CLERK
Clerk Austin’s
reviewed the February 2005 financials with the Board. The balance as of the end of February is
$2,805,641.60.
Let the Board of Trustees meeting minutes show that the
Board acknowledges the receipt of the Cash Summary by Fund from 2-1-05 to 2-28-05 and the Appropriation Status Standard Report by
Fund as of 2-28-05.
2005-166. Mr.
Stevens moved to approve authorization for the Township Clerk to
execute an appropriation transfer
of funds within the Road Dept. Fund in the
amount
of $75,000.00
to appropriation #2031-760-740-0000 Contracted Services from appropriation #2031-330-360-0000
Machinery, Equipment and Furniture. Mr. Montague
seconded.
Vote: Unanimous. Motion passed.
2005-167. Mr.
Stevens moved to approve and sign Road Dept.
Payroll Time Sheet dated 3-26-05. Mr. Montague
seconded.
Vote: Unanimous. Motion passed.
2005-168. Mr.
Stevens moved to approve and sign Payroll Warrants #PY 46349 through 46394 and
Voucher Warrants #VW 46395 through 46431. Mr. Montague
seconded.
Vote: Unanimous. Motion passed.
The ending # on 3-24-05
was 46348; the beginning # on 3-30-05
is 46349.
2005-169. Mr.
Stevens moved to approve and sign Purchase Order #PO
26-2005 to
Shuttler’s Uniform, Inc.,

for $1,500.00 for uniforms and equipment

from appropriation #2081-210-430-0000. Mr. Montague
seconded.

2005-170. Mr.
Stevens moved to approve and sign a Cemetery Deed and Cemetery
Deed Book for Joseph Peca, 11390
Kristine Dr., Chester
Twp., for Lot 423, Site
4, in
Section C of the Chester
Township Cemetery.
Mr.
Montague seconded. Vote:
Unanimous. Motion passed.
MINUTES
Mr. Montague addressed
subject matter to be included in the Board of Trustees minutes which are
resolutions, listing of all people but not what they said. Minutes should be an overview of the
proceedings of the meeting. All tapes used in recording the meeting
minutes are kept in the Township safe for review by anyone interested in
listening to the proceedings of all trustees meetings.
ADJOURNMENT
There being no further business before the Board, Mr.
Stevens adjourned the meeting at 8:20 p.m.
