The Chester Township Board of Trustees met in regular session Thursday, September 2, 2004, in the Town Hall Meeting Room at 7:00 p.m.  Chair pro-tem, Vice-chairwoman Patricia M. Mula, presided.

 

Present:  Trustees Mula and Stevens and Clerk Austin.

The Board led the audience in reciting the Pledge of Allegiance to the Flag.

2004-389.    Mrs. Mula moved to continue the public hearing of the paving of Sherman

Road to the meeting of September 9, 2004, at 7:00 p.m., in the Town Hall Meeting

Room.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-390.  Mrs. Mula moved to approve and sign Road Dept. Time Sheet dated 8-28-04.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-391.  Mrs. Mula moved to approve up to $8,000.00 payable to Oglesby Construction, Inc., Norwalk, Ohio, for the striping of roads in Chester Township from Fund 4-B-03 and Purchase Order #PO 40147.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-392.  Mrs. Mula moved to approve and sign Purchase Order #PO 40146 to Bill Springer, Chardon, Ohio, for $1,100.00 for tree cutting on Caves Road from Fund                    4-B-03.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-393.    Mrs. Mula moved to approve and sign Purchase Order #PO 40145 to

Southeastern Equipment Co., Inc., Cambridge, Ohio, for $3,500.00 for one month rental

of asphalt grinder for grinding of various trees along Cedar Road from Fund 4-A-04.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-394.    Mrs. Mula moved to approve and sign Purchase Order #PO 40144 to Podojil

Excavating Co., Chester Twp., for $24,720.00 for cuts and fills of Sherman Rd. from

Fund 4-B-03.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-395.  Mrs. Mula moved to approve and sign Payroll Warrants #PY 45646 through 45684; Payroll Withholding Warrants #PW 45685 through 45694; Voucher Warrants #VW 45695 through 45718.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

The ending voucher number on 8-26-04 was #45645; the beginning number on 9-2-04 is #45646.

 

2004-396.Mrs. Mula moved to approve a RESOLUTION CONFIRMING

REVISED ASSESSMENTS FOR THE IMPROVEMENT OF CEDAR ROAD BETWEEN CERTAIN TERMINI BY PAVING AND BERMING, TOGETHER WITH ALL NECESSARY APPURTENANCES THERETO, AND PROVIDING FOR A CASH PAYMENT PERIOD.  Mr. Stevens seconded.  Roll call vote:  Mr. Stevens, yes; Mrs. Mula, yes.  Resolution passed.

 

2004-397.Mrs. Mula moved to approve a motion for the $19,982.32 as indicated on

the Final Assessment List provided to the Board by the Geauga County Engineer’s

Office for the improvement of Cedar Road.  Mr. Stevens seconded and asked for an explanation of this assessment to be paid for by the Board of Trustees

 

 

Mrs. Mula explained that in July of 2003 the Board discussed paying for a portion of the paving of Cedar Road in an agreement that was made since the Lakewood people paid for the paving of Lakewood, the Board of Trustees at that time agreed to pay their portion (Lakewood property owners) of the assessment which is $19,982.32 for the paving of Cedar Road. 

 

Vote:  Unanimous.  Motion passed.

 

2004-398.  Mrs. Mula moved to approve up to $900.00 payable to Wes Baker, Chagrin Falls, Ohio, for the appraisal of necessary easement for property located at 9633 Sherman Rd., from Fund 1-A-26.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

Mrs. Mula said this expense is for an appraisal of property for which the property owners have not agreed to accept the amount of money offered to them for the easement on Sherman Road.

 

2004-399.Mrs. Mula moved to approve and sign contracts with Ronyak Bros.

Paving, Inc., Burton, Ohio, for the asphalt resurfacing of Heath Road, TR 105, Sections B-D in Chester and Munson Townships.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-400.Mrs. Mula moved to approve and pay $993.75 of the closing costs to

Lawyer’s Title, Chardon, Ohio, up to $2,500.00 estimated real estate taxes at closing to the Geauga County Treasurer and up to $500.00 for title work for property located at 12487 Harold Dr., attorney to be determined at a later date, on the township owned property sold at the public auction from Fund 1-A-26D.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

PUBLIC INPUT

 

Mr. McGrath from Bentbrook Drive asked questions of the Board regarding why the website is not current. 

 

Mrs. Mula explained the status to Mr. McGrath. 

 

Resident on Ward Dr., Domenic Patriarca, 12456 Ward Dr. was present regarding a letter he sent to the Board of Trustees regarding water drainage issues due to a high rainfall. 

 

Mr. Stevens said in his conversation with the Road Superintendent the pipe which was put at the site was probably too small when it was installed and is not able to handle the heavy flow of water.

 

Mrs. Mula noted that this waterway has been there for a very long time, which is on private property.  The Township cannot comment on water issues on private property.  The waterway does not belong to Chester Township. 

 

Mr. Stevens inquired as to viability of renting the Salamone property.

 

Mrs. Mula explained the history of the Salamone property (house) including electrical problems before it could be safely rented.  If the lot is split into 1.5 acres with the house and if it were sold off, due to the changes with the regulations of the Health Dept. rules for septic systems which have been updated, a new septic system would most likely have to be installed on the property. 

 

Mr. Stevens said he has had calls regarding the light at Cedar and Route 306 and the timing of that traffic light.  Also, questions about the change in the speed limit on Cedar Road were received by Mr. Stevens with residents of Cedar Road asking for notification of the correct speed limit on their road.  These matters ha e been  forwarded on to the County Engineer’s Office for assistance. 

 

Mrs. Mula announced that there will be a meeting with Dr. Podojil at 10:00 a.m. on Friday, September 3rd, at the West Geauga Board Office regarding the water contamination from the school on to Carmichael Drive.

 

ADJOURNMENT

 

There being no further business before the Board, Mrs. Mula adjourned the meeting at 7:28 p.m. and announced that the Board of Trustees meeting on September 9th will start at 6:30 p.m. with a meeting with the Citizens Advisory Committee.
