The Chester Township Board of Trustees met in regular session Thursday, August 5, 2004, in the Town Hall Meeting Room at 7:00 p.m.  Chairman James A. Montague, presided.

 

All trustees and the clerk present.

 

PLEDGE

 

The Board led the audience in reciting the Pledge of Allegiance to the Flag.

 

CLERK’S FOLDER

 

2004-331.  Mr. Montague moved to approve and sign Road Dept. Time Sheet dated July 31, 2004.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

2004-332.    Mr. Montague moved to approve and sign Purchase Order #PO 40136 to

Ronyak Bros. Paving, Inc., Burton, Ohio, for the 2002 chip seal project for $33,287.52

from Fund 4-B-03.  Mr. Stevens seconded.  Vote: Unanimous.  Motion passed.

 

2004-333.    Mr. Montague moved to approve and sign Payroll Warrants #PY 45445

through 45480; Payroll withholding Warrants #PW 45481 through 45490; Voucher

Warrants # VW 45491 through 45514.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

Clerk’s Note:  The ending check number on July 29, 2004, was #45444; the beginning check number on August 5, 2004, is #45445.

 

2004-334.  Mr. Montague moved to approve a Certificate of Need for the purpose of police protection, pursuant to ORC 5705.19(J) inclusive; at a rate of 2.4 mills for five years, which levy is a renewal levy, which will be on the November 2, 2004, ballot.  Mrs. Mula seconded.  Roll call vote:  Mr. Stevens, yes; Mrs. Mula, yes; Mr. Montague, yes.  Motion passed.

 

2004-335.  Mr. Montague moved to approve a Certificate of Need for the purpose of general construction, reconstruction, resurfacing and repair of streets, roads and bridges in municipal corporations, townships or counties pursuant to ORC 5705.19 (G) inclusive; at a rate of 1.0 mill for five years, which levy is a replacement levy, which will be on the November 2, 2004, ballot.  Mr. Stevens seconded.  Roll call vote:  Mr. Stevens; yes; Mrs. Mula, yes; Mr. Montague, yes.  Motion passed.

 

2004-336.    Mr. Montague moved to approve a Certificate of Need for a fire protection

levy per ORC Section 742.34 and ORC Section 5705 (I) and at a rate not exceeding 1.8

mills, for five years, which levy is a renewal levy of 1.8 mills, which will be on the November 2, 2004, ballot.  Mrs. Mula seconded.  Roll call vote:  Mr. Stevens, yes; Mrs. Mula, yes; Mr. Montague, yes.  Motion passed.

 

2004-337.    Mr. Montague moved to approve a public service announcement to be

published in the Chesterland News on August 11, 2004, regarding interested residents to

serve on the Internal Audit Committee established by Resolution by the Chester Township Board of Trustees.  Mrs. Mula feels the announcement should be advertised in  more than one newspaper; i.e., the News-Herald, on August 11 and 18th due to the time of year with school starting, etc.  Motion dies for lack of a second to the motion.

 

 

 

 

2004-338.  Mr. Montague moved to approve a public service announcement to be published in the Chesterland News and the News-Herald on August 11 and 18, 2004 regarding interested residents to serve on the Internal Audit Committee established by Resolution of the Chester Township Board of Trustees with a cut-off date of September 8, 2004, at 5:00 p.m.  Mr. Stevens seconded.  Mrs. Mula read the public service announcement to the audience.  Vote:  Unanimous.  Motion passed.

 

2004-339.Move to advertise the apartment at 8568 Mayfield Road, Chester

Township, for rent as of October 1, 2004.  Note:  The rent on the apartment has been $300.00 per month in the past and will remain the same.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

2004-340.Mr. Montague moved to approve and sign letters addressed to Mr. and

Mrs. Ross Rocci and Mr. and Mrs. Robert R. Stone of So. Woodside Dr., Chester Twp., regarding a blocked retention basin on their respective properties.  Note:  Copies of

these letters to be sent to the Geauga Soil and Water Conservation District and the Chagrin River Watershed Partners.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

Mr. Montague passed on the following amounts of money to the Township Clerk:  One - $100.00 bill; two $20.00 bills and one $2.00 bill, totaling $142.00 to be deposited on Friday, August 6, 2004.  This money found by Mr. Tom Marous, auctioneer, in inventorying the Spellman’s assets.  There was one fake $1,000,000.00 in paper money which Mr. Montague had verified by the bank as being a fake.

 

POLICE DEPT.

 

Chief Orosz explained to the Board that Captain Mark Purchase has been accepted to the F.B.I. National Academy in Quanico, Virginia, and all of the qualifications the Captain had to meet in order to be accepted into the Academy.  The Chief requested that $2,000.00 be approved and paid to Captain Purchase for the initial expenses he will need in order to attend the Academy. 

 

2004-341.  Mr. Montague moved to approve $2,000.00 payable to Captain Mark Purchase for expenses; namely, academy clothing, class materials and several off-campus activities required by the academy and travel home on weekends during his attendance at the F.B.I. National Academy in Quanico, Virginia, from September 26,

2004, through December 10, 2004, from Fund 9-A-13, and the use of car #1 for transportation.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

The Chief answered questions and concerns from the audience. 

 

ZONING DEPT.

 

Zoning Inspector Mike Joyce updated the Board of Trustees and the audience on several zoning issues in the township.  A parcel on Greenfield Trail is in an unkempt condition; letter to be sent by the Zoning Inspector requesting the parcel to be please keep up the property.

 

Mrs. Mula referenced  conversation she had with Mr. Ron Cotman regarding having a meeting with the Board of Trustees and Rebecca Schlag, Assistant Geauga County Prosecutor, and the Zoning Inspector regarding nuisance properties.  Said meeting will take place on September 9, 2004, at 6:30 p.m. with the regular meeting to follow.

 

2004-342.  Mr. Montague moved to approve and sign an agreement with Chester

Township and Mr. Tom Marous and ERA Lentz Associates, Inc. to sell property located at 12487 Harold Drive.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

2004-343.  Mr. Montague moved to approve and sign the Auction Contract

Agreement and the residential with Marous Auction Gallery, 10357 Kinsman Rd., Newbury, Ohio 44065, and the residential listing input sheet for the property on 12487 Harold Dr., Chest., Twp. 44026, with commissions as follows:  4% for real estate; 5% for personal property; $500.00 flat fee per vehicle.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

Mrs. Mula suggested writing thank you letters to Channels 3, 5 and 8 regarding the recent publicity on the auction to be held on August 14, 2004.  All trustees concur with this suggestion.

 

PUBLIC INPUT

 

The Board addressed questions and concerns from the audience.

 

UAN

 

Clerk Austin updated the Board on the progress of inputting the township’s financial records on the UAN.  A visiting clerk is available at no cost to the township for eight hours which may be used in varying increments of assistance to the township. 

 

ADJOURNMENT

 

There being no further business before the Board, Mr. Montague adjourned the meeting at 8:15 p.m.
