The Chester Township Board of Trustees met in regular session Thursday, August 12, 2004, in the Town Hall Meeting Room at 7:00 p.m.  Chairman James A. Montague, presided.

 

All trustees and the clerk present.

The Board led the audience in reciting the Pledge of Allegiance to the Flag.

 

CLERK’S FOLDER

 

2004-344.  Mr. Montague moved to approve and sign minutes dated July 29, 2004, and August 5, 2004.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

2004-345.    Mr. Montague moved to approve and sign Purchase Order #PO 40137 to

Capt. Mark Purchase for $2,000.00 to cover expenses at FBI National Academy,

Quanico, Va. 9-26-04 to 12-10-04 from Fund 09-A-13; #PO 40138 to Osborne Concrete & Stone Co., Grand River, OH, for $5,000.00 for #16 limestone and #9 gravel from Fund 04-B-02.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-346.    Mr. Montague moved to approve and sign Voucher Warrants 45515 through

45539.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.    

 

Clerk’s Note:  The ending check number on August 5, 2004, was #45514; the beginning check number on August 12, 2004, is #45515.

 

2004-347.  Mr. Montague moved to approve Intra-Fund Transfer Request within the General Fund in the amount of $100.00 from line item account 01-A-26 Other Expenses to line item account 01-A-21 Election Expenses for the purpose of covering the election expenses charged on the second half of 2003 statement of semiannual apportionment of taxes.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-348. Mr. Montague moved to approve Intra-Fund Transfer Request within

the Road Dept. Fund in the amount of $50.00 from line item account 04-A-15 Auditor and Appraisers Fees to line item account 04-A-15A Dretac Fees for the purpose of covering the Dretac fees charged on the second half of 2003 statement of semiannual apportionment of taxes.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

2004-349.Mr. Montague moved to approve a resolution declaring it necessary to

levy a tax in excess of the ten mill limitation for the purpose of providing and maintaining motor vehicles, communications, and other equipment used directly in the operation of a police department, or the payment of salaries of permanent police personnel, including the payment of the police officer employers’ contribution required under ORC 724.23, or the payment of the costs incurred by townships as a result of contracts made with other political subdivisions in order to obtain police protection, or the provision of ambulance or emergency medical services operated  by a police department, pursuant to ORC 5705.19 (J), at a rate not exceeding 2.4 mills, which levy is a renewal levy of 2.4 mills, for five years as approved by Rebecca Schlag, Assistant Prosecuting Attorney.  Mr. Stevens seconded.  Roll call vote:  Mr. Montague, yes; Mrs. Mula, yes; Mr. Stevens, yes.  Resolution passed.

 

 

 

 

 

 

2004-350.Mr. Montague moved to approve a resolution declaring it necessary to

levy a tax in excess of the ten mill limitation for the purpose of providing and maintaining fire apparatus, appliances, buildings, or sites thereof, or lines of fire alarm

telegraph, or the payment of permanent, part-time or volunteer firefighter employers’ contribution required under ORC 742.34, pursuant to ORC 5705.19 (I) at a rate not exceeding 1.8 mills, which levy is a renewal levy of 1.8 mills, for five years as approved by Rebecca Schlag, Assistant Prosecuting Attorney.  Mrs. Mula seconded.  Roll cal vote:  Mr. Montague, yes; Mrs. Mula, yes; Mr. Stevens, yes.  Resolution passed.

 

2004-351.Mr. Montague moved to approve a resolution declaring it necessary to

levy a tax in excess of the ten mill limitation for the purpose of the general construction,

reconstruction, resurfacing and repair of streets, roads, and bridges in municipal corporations, townships or counties pursuant to ORC 5705.19 (G) at a rate not exceeding 1.0 mills, which levy is a replacement levy of 1.0 mills, for five years as approved by Rebecca Schlag, Assistant Prosecuting Attorney.  Mr. Stevens seconded.  Roll call vote:  Mr. Montague, yes; Mrs. Mula, yes; Mr. Stevens, yes.  Resolution passed.

 

2004-352.Mr. Montague moved to approve and sign a Cemetery Deed and the

Cemetery Deed Book for Lenora B. Johnston, formerly of Chester Township, Beavercreek, OH, for sites 1 and 2, in Lot 433, Section C, of the Chester Township Cemetery. Clerk’s note:  Mrs. Johnston sold sites 3 and 4 back to the township; see

Board Resolution 2004-319.  Mrs. Mula seconded.   Vote:  Unanimous.  Motion passed.

 

2004-353.   Mr. Montague moved to approve a public service announcement advertising for the Internal Audit Committee in the Chesterland News and the News-Herald on August 18 and 25, 2004.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-354.Mr. Montague moved to approve and sign thank you letters to the

Channels 3, 5 and 8 for the recent publicity by the respective stations on the upcoming auction on August 14, 2004.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

Mr. Montague said he would like a letter to be sent to the West Geauga School District with copies sent to the Fire Dept., the Health Dept. Geauga Soil and Water District, and the Ohio EPA regarding the spillage at the West Geauga High School which spilled over on to Carmichael Drive.  No notification was sent to the Board of Trustees.

 

Mrs. Mula said she would like a letter to be sent for clarification on House Bill 148 and the clerk’s ability to hire as many assistants as the clerk feels is necessary and the bonding of that person(s). 

 

2004-355.  Mr. Montague moved to set a Board of Trustees meeting on September 9, 2004, at 6:30 p.m. to meet with the Citizens Action Committee.   Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.
