The Chester Township Board of Trustees met in regular
session Thursday, July 29, 2004,
in the Town Hall Meeting Room at 7:03 p.m. Chairman James A.
Montague, presided.
All trustees and the clerk present.
PLEDGE
The Board led the audience in reciting the Pledge of
Allegiance to the Flag.
CLERK’S FOLDER
2004-321. Mr.
Montague moved to approve and sign minutes dated July 22, 2004. Mrs. Mula
seconded.
Vote: Unanimous. Motion passed.
2004-322. Mr.
Montague moved to approve and sign Purchase Orders #PO
40132 to
Ronyak Bros.
Paving, Inc., Burton, Ohio, for $175,000.00
for the recycling and resurfacing of various roads from Fund 4-B-03; #PO 40133
to Schloss Materials Co.,
Cleve.,
Ohio, for $15,000.00 for asphalt materials
from Fund 4-B-02; #PO 40135 to Westover Tire, Chagrin Falls, Ohio, for $1,083.00
for the Chester Twp. clean-up day tire
collection and approve and sign Voucher Warrant #VW 45444.
Mr.
Stevens seconded. Vote:
Unanimous. Motion passed.
The money from the tire collection is covered under a grant;
however, the money will not be collected until the end of the year.
2004-323. Mr.
Montague moved to approve up to $2,961.60
payable to Hydro Conduit
Corp., Diamond, Ohio,
for 48 feet of 29 inch by 45 inch concrete pipe to perform needed road pipe
replacement under East Hill Drive
from Fund 4-B-02 and approve
and sign Purchase Order #PO
40134 for same. Mrs. Mula
seconded.
Vote: Unanimous. Motion passed.
2004-324. Mr.
Montague moved to approve and sign Voucher Warrants # VW 45427 through 45443. Mr. Stevens seconded. Vote:
Unanimous. Motion passed.
Clerk’s Note: The
ending check number on July 22, 2004,
was #45426; the beginning check number on July 29, 2004, is #45427.
2004-325. Mr.
Montague moved to approve the 2005 Tax Budget and forward the Budget to the
Geauga County Budget Commission for their review and approval. Mr. Stevens
seconded.
Vote: Unanimous. Motion passed.
2004-326. Mr.
Montague moved to award the Heath Road Bid Award to Ronyak
Bros.
Paving, Inc., Burton,
OH in the amount of $268,975.00
as recommended by the Geauga
County Engineer and the Road Superintendent.
Mrs. Mula seconded. Vote:
Unanimous. Motion passed.
This is a combination project with Chester
Township and Munson
Township and Issue II monies.
2004-327. Mr.
Montague moved to approve up to $350.00
payable to Geauga Unibody, Chester Twp.,
for two new batteries and repairs to the 2002 Range Rover ($174.95)
and the 2001 Mercedes Benz ($172.29), two of
the vehicles to be auctioned on August 14, 2004. Mr. Stevens
seconded.
Vote: Unanimous. Motion passed.
2004-328. Mr.
Montague moved to approve and sign letter addressed to Dr.
Anthony Podojil regarding the installation of a standard 20 MPH zone with
flashing lights on Cedar Road. Mrs. Mula
seconded.
Vote: Unanimous. Motion passed.
2004-329. Mr.
Montague moved to approve and set a public hearing for the assessment
on Sherman
Road on August 26th at 7:00 p.m.
at the Geauga West Library and to begin the regular meeting at 6:30 p.m. Mrs. Mula
seconded.
Vote: Unanimous. Motion passed.
2004-330. Mr.
Montague moved to rescind motion 2004-309 and 2004-314 to reflect a
replacement levy and a fire rescue
renewal levy for 2004, from the minutes dated July 22, 2004. Note:
This is for a procedural change. Mrs. Mula
seconded.
Vote: Unanimous. Motion passed.
PUBLIC INPUT
Concerns from a group of residents from Marilyn
Drive who have been having significant water
damage due to a blocked dry catch basin on South
Woodside Drive which is on two private properties
at the end of South Woodside. Driveways on Marilyn
Drive get washed out during the storms, thus
impeding emergency vehicle services if the need arises. The present owners of the two homes on the
cul-de-sac on South Woodside may be new owners and not
aware of their responsibility to keep the catch basin clear so the flooding
will not occur on Marilyn Drive.
Mr. Montague gave the
history of the catch basin which was created to hold the water because the
residents at the time on Marilyn Drive
did not want South Woodside to be a through street.
The developer of South
Woodside then installed the dry catch basin on two vacant lots on
the cul-de-sac. There is a possibility that perhaps next year
the trustees can fund a project to clean out some of that basin; however, that
is not feasible this year.
Mrs. Mula said in past
conversation with the County Engineer
and the Road Superintendent that the mounding at the end of South
Woodside did help with the flooding problems on Marilyn
Drive. This is a civil matter. The residents on Marilyn
Drive could pool about $1,200.00
each and solve this problem.
Mr. Montague said when
eroding affects a township road, the Board of Trustees
does have some bearing on the situation.
Mrs. Mula would like to see
a financial commitment from the residents on Marilyn
Drive if they want something done this year. If the residents feel they can wait until
next year and put up with the problem, then if township funds are available
next year, a possible solution could be pursued at that time.
The Board will send a letter to the two residents on South
Woodside regarding this matter along with letters to the Geauga
Soil and Water District and the Chagrin River Watershed Partners regarding this
situation and their recommendations for a possible solution for the residents on
Marilyn Drive.
The Board answered questions and concerns from some
residents on Cedar Road
regarding the speed limit after the road has been paved.
A resident expressed his concern that there has been no
representation from Chester Fire Rescue, Inc. regarding
the upcoming levy which will be on the ballot in November, 2004.
