The Chester Township Board of Trustees met in regular
session Thursday, July 1, 2004,
in the Town Hall Meeting Room at 3:30 p.m. Chairman James A.
Montague, presided.
Trustees Montague and Mula present.
Mr. Montague appointed Mrs.
Mula Clerk pro-tem and asked Mrs. Fende to
record the minutes.
CLERK’S FOLDER
2004-290. Mr.
Montague moved to approve and sign Voucher Warrants #45224 through 45228; 45287
through 45328.
Clerk’s Note: check #’s 45276
through 45286 are blank and these checks were picked up in error by the Assistant
to the Clerk.
Mrs. Mula seconded. Vote:
Unanimous. Motion passed.
Clerk’s Note: The
ending # on June 24, 2004,
was #45223; the beginning # on June
30, 2004 is #45224.
2004-291. Mr.
Montague moved to approve and sign Payroll Warrants #PY 45230 through 45275 and
void #45229 due to clerical error. Mrs. Mula
seconded and noted for the record that the Assistant to the Clerk should pay a
little more attention when working on checks. Vote:
Unanimous. Motion passed.

2004-292. Mr.
Montague moved to approve up to $1,423.34
payable to Southeastern Equipment Co., Inc.,
PO Box 536, Cambridge,
OH 43725,
for two boom rollers with bearings and an eccentric shaft for the Gradall from Fund 4-A-07 and approve Purchase Order #PO
40119.
Mrs. Mula seconded. Vote:
Unanimous. Motion passed.
2004-293. Mr.
Montague moved to approve and sign a Proclamation to David R.
Hardesty on his achievement of the rank of Eagle Scout. Mrs. Mula
seconded.
Vote: Unanimous. Motion passed.
2004-294. Mr.
Montague moved to approve and sign a letter to all Geauga County Townships by
the Chester Township Board of Trustees showing full support of Gov.
Robert Taft signing HB 148 that includes language to replace “morals” with
“general welfare”. Mrs. Mula
seconded.
Vote: Unanimous. Motion passed.
2004-295. Mr.
Montague moved to approve and sign thank you letters to Jay Fairfield and Ray Durn for their service on the CAC during last year’s term. Mrs. Mula
seconded.
Vote: Unanimous. Motion passed.
Mr. Montague referenced a
memorandum from the Zoning Inspector regarding additional zoning fees (triple
the normal fee) charged when no zoning certificate is applied for. This has been very costly in the past due to
letter writing, zoning visits, meeting with the Prosecutor’s Office, etc.
Mrs. Mula concurs with Mr.
Montague that such a fee has become a necessity in Chester
Township since this practice by
residents has been abused in the past.
2004-296. Mr.
Montague moved to adopt an amendment to the zoning fee schedule as supplied by
the Zoning Inspector for additional work on zoning applications. The explanation and
memorandum by the Zoning Inspector to be attached to the minutes.
Mrs. Mula seconded. Vote:
Unanimous. Motion passed.
2004-296. Mr.
Montague moved to support the renewal of the Police levy which is a renewal of
the 2.4 mill levy for the Police Department. Mrs. Mula seconded. Vote:
Unanimous. Motion passed.
2004-297. Mr.
Montague moved to approve and sign an Application for Use of the
Chester Town Hall Meeting Room by the American Legion, Post
780, Chester
Township, every Tuesday from 7:00
to 8:00 p.m. in the
year 2004. Mrs. Mula
seconded.
Vote: Unanimous. Motion passed.
Mrs. Mula said if Rebecca
Schlag, Assistant Prosecuting Attorney, approves the information sent to her
regarding the sale of the vehicle on e-bay, she would like her fellow trustees
to go forward with the sale.
ADJOURNMENT
There being no further business before the Board, Mr.
Montague adjourned the meeting at 3:48 p.m.
