The Chester Township Board of Trustees met in regular
session
All trustees and the Clerk were present.
PLEDGE
The Board led the audience in reciting the Pledge of
Allegiance to the Flag.
CLERK’S FOLDER
2004-182. Mr. Montague moved to approve and sign minutes dated
April 1st and 8th, 2004. Mrs. Mula
seconded. Vote: Unanimous.

2004-183. Mr. Montague moved to approve and sign
Road Dept. Payroll Time Sheet dated
2004-184. Mr. Montague moved to approve up to $32,000.00
payable to the Geauga County Engineer’s Office for expenses pertinent to salt
usage by
2004-185. Mr.
Montague moved to approve a request for authorization for the
Township Clerk to execute an appropriation
transfer of funds within the General Fund in the amount of $10,000.00 from line
item account 01-A-10 Outside Legal Council to line item account 01-A-26 Other
Expenses to pay invoices. Mr.
Stevens seconded. Vote: Unanimous.

2004-186. Mr.
Montague moved to approve and sign Payroll Warrants #PY 42870
through 42908; Payroll Withholding
Warrants #PW 42909 through 42917; Payroll
Withholding Warrants #42919 through 42920; Voucher Warrants
42921 and 42924. Mrs. Mula seconded. Vote:
Unanimous. Motion passed.
2004-187. Mr.
Montague moved to approve #42918 even though it was printed with
#42917 even though #42917 was voided. Mrs. Mula seconded. Vote:
Unanimous. Motion passed.

Voucher #VW 42923 to Geauga Soil & Water from fund 1-A-26 for $2,000.00 for
contribution commitment for support of urban storm water specialist related to
NPDES Phase 2. Mr. Stevens

2004-189. Mr. Montague moved to approve up to $60.00 payable to
2004-190. Mr. Montague moved to approve $100.00
payable to the Perennial Gardeners, PO Box 174, Chester Township, for the
purchase of flowers for the outside of the Town Hall. Mr. Stevens seconded. Vote: Unanimous.

Discussion of securing the domain name “chestertwp.org” for a period of five
years at a cost of $85.00 payable
to Domain Registry of America. A letter to be forwarded to Rebecca Schlag, Assistant Geauga County
Prosecutor, for further consideration.
2004-191. Move to advertise in the Chesterland News on May 5, 12 and 19, 2004,
for a replacement on the West
Geauga Community Joint Recreation District for Patricia R. Jasko
whose term expires in April, 2004. Mrs.
Mula seconded. Vote: Unanimous.

2004-192.
Move to sign
a Memorandum of Understanding between the Geauga
Discussion ensued regarding the formation of a Chester
Township Audit Committee Resolution. This matter to be looked at by June.
Discussion ensued on a choice of a Bank for use by the Clerk
and Board of Trustees for financial accounts for the township. The Clerk to contact Dale Markowitz, Esq. for further direction.
ROAD
DEPT.
2004-193. Mr. Montague moved to award the bid and sign the
contract for the pavement recycling and asphalt resurfacing of various roads to
Ronyak Bros. Paving,
2004-194. Mr. Montague moved to advertise for summer help in the Chesterland News on May 5 and 12, 2004, for the Road Dept. at a rate of $9.50 per hour not to exceed
1,499 hours, with no benefits. Mr. Stevens seconded. Vote:
Unanimous. Motion passed.
Road Superintendent Chuck Mascella updated the Board on the 2002 Chip Seal project which had been approved by the Board but not followed through. According to the Prosecutor’s Office, this contract can be followed through for completion even though it was from 2002.
The roadside mower is in need of replacement. The cost will be $70,000.00; quotes were obtained from four companies. The present roadside mower is a 1981 model and can be traded. The Road Superintendent said will he is going to request meeting with Clerk Austin regarding finance options.
Mr. Mascella reported that the possible date for the clean
up is
ZONING
DEPT.
Zoning Inspector Mike Joyce updated the Board of Trustees
regarding various zoning matters including the dirt being dumped by OEPA on the
Windridge property which Mr. DiNardo
owns from a new sewer project being done on
PUBLIC INPUT
The Board and Clerk answered questions and concerns from audience at this time.
