The Chester Township Board of Trustees met in regular session Thursday, March 11, 2004, in the Town Hall Meeting Room at 7:00 p.m.  Chairman James A. Montague,

presided.

 

All trustees and the clerk present.

 

PLEDGE

 

The Board led the audience in reciting the Pledge of Allegiance to the Flag.

 

PRESENTATION OF PROCLAMATIONS

 

2004-108.    Mr. Montague moved to approve and sign Proclamations to Ben John and

Chris Boggs in appreciation for their part in the development of the Chester Township

Website.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

The Board of Trustees presented a Proclamation to Ben John and thanked him on behalf of all Chester Township residents for the wonderful job he and his fellow students did in designing the Chester Township website.  The Proclamation for Chris Boggs will be mailed to him since he was unable to be present this evening.

 

MINUTES

 

2004-109.  Mr. Montague moved to approve and sign minutes dated February 26, 2004, and March 4, 2004.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

CLERK’S FOLDER

 

2004-110.  Mr. Montague moved to approve and sign Purchase Order #PO 40038.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

2004-111.  Mr. Montague moved to transfer $78,000.00 from Fund 1-A-10 Other Expenses to 1-A-10 Outside Legal Counsel for payment to Richard DiCicco for the Spellman case.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-112.    Mr. Montague moved to approve and sign  Payroll Warrant #PY 42529;

Payroll Withholding Warrants #PW 42530 through 42532; Voucher Warrants

#VW 42534 through 42558.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

                      

Clerk’s Note:  The ending voucher number on March 4, 2004, was 42528.  The beginning voucher number on March 11, 2004 is 42529.

 

2004-113.    Mr. Montague moved to approve and sign Purchase Order #PO 40039

payable to Richard D. DiCicco, Esq., 29435 Euclid Ave., Suite 1, Wickliffe, Ohio 44092, for services rendered in the Spellman case from February 2003 through

February 2004 and sign and approve Voucher Warrant #VW 42533.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

Clerk Clay Wright asked that some of the language in the letter to the Auditor of State be changed.  All trustees concurred with the recommended change by the Clerk.

 

2004-114.  Mr. Montague moved to approve a letter addressed to Betty Montgomery, Ohio Auditor of State, requesting her office’s assistance to work with Clerk Karen M. N. Austin, effective date of April 1, 2004.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

2004-115.  Mr. Montague moved to approve and sign a letter addressed to attorney Joseph H. Weiss, Jr., regarding his request on behalf of Joan Spellman to rent the house at 12487 Harold Drive, Chester Township, from Chester Township after her 30 day incarceration.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-116.  Mr. Montague moved to approve an Application for Use of the Town Hall Meeting Room by Realty One, 8251 Mayfield Road, Chester Township, on Saturday,

April 3, 2004, from 11:00 a.m. to 1:00 p.m. for photos with the Easter Bunny.  (Note:  The Town Hall will be used in case of inclement weather).  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

2004-117.  Mr. Montague moved to approve an Application for Use Of the Chester Town Hall Meeting Room by the Chester Garden Club on April 28, 2004, September

22, 2004, and November 17, 200, from 11:30 a.m. to 3:00 p.m. for meetings.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-118.Mr. Montague moved to approve up to $250.00 payable to Sprenger Tree

Service, Chardon, Ohio 44024, for removal of a dead maple tree on Sherman Road                in the road right-of-way.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed.

 

2004-119.  Mr. Montague moved to approve up to $1,500.00 payable to Com-Tech, Kent, Ohio, for services associated with the Clerk’s Office.  Mrs. Mula seconded.  Vote:  Unanimous.  Motion passed. 

 

PUBLIC INPUT

 

Comments and questions from the audience regarding trash pick up, recycling and a trash day for 2004, patching of pot holes or soft spots on Cedar Road addressed by the Board of Trustees. 

 

POLICE DEPT.

 

Chief Orosz updated the Board on the status of current matters being investigated by the Police Department.

 

Chief Orosz explained the background of Darin Sylvester to the Board of Trustees along with his recommendation to hire Mr. Sylvester as a full-time police officer.

 

2004-120.Mr. Montague moved to hire Darin L. Sylvester as a full-time police

officer as a Patrolman 1st pay grade of $18.07 per hour, to be revisited at the end of 90 days, effective March 14, 2004, per the recommendation of Chief Joseph Orosz.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

Mr. Montague administered the Oath to Darin L. Sylvester.  Mrs. Sylvester pinned the badge on her son at this time.  All Board members congratulated Darin at this time.
