The Chester Township Board of Trustees met in regular
session
All trustees present. Mr. Montague appointed Mrs. Mula Clerk pro-tem and asked Mrs. Fende to record the minutes.
PLEDGE
The Board led the audience in
reciting the Pledge of Allegiance to the Flag.
MINUTES
2004-77. Mr. Montague moved to approve and sign minutes dated February 12 and 18, 2004. Mrs. Mula seconded. Vote:
Unanimous. Motion passed.
FINANCE
2004-78. Mr. Montague moved to approve Road Dept. Payroll Time Sheet dated
2004-79. Mr. Montague moved to approve and sign Purchase Orders #
2004-80.
Mr. Montague moved to approve and sign Voucher Warrants #VW 42342
through 42363; Payroll Warrants #PY 42364 through
42401; Payroll Withholding
Warrants #PW 42402
through 42414 and declare # 42411 and 42422 void due
to printer error and check #’s 43302 through 43311 void due to clerical error. Mr. Stevens seconded. Vote:
Unanimous. Motion passed.

Mr. Montague moved to approve and sign a letter addressed to Bruno
Mancini, Environmental
Bus. Mgr., Group Environmental Mgt. Co., 4850 East 49th
St., Cuyahoga Hts.,
Mrs. Mula explained in order to get out of the Findings and
Orders and be dismissed from the agreement, the Board
has to approve a 24 hour pump test to be done as required by the EPA.
2004-82.
Mr. Montague moved to approve $75,000.00 payable to
Inc. from the
following funds: $33,627.67 from Fund
–10-A-11; $41,372.33 from
Fund
1-A-26. Mrs. Mula seconded. Vote:
Unanimous. Motion passed.
2004-83. Mr.
Montague moved to approve payment of
$385.00 payable to Paul J.
Gambrill, 7626 Cedar Road, Chester Twp., for refund of zoning fee for application for an addition at 7626 Cedar Road, Chest. Twp., Zoning Certificate 04-001. Mr. Stevens seconded. Vote: Unanimous. Motion passed.
Mr. Montague said he wants to re-emphasis that zoning fees are not refundable from now on for any zoning fees paid for an issued Zoning Permit. It is a non-refundable fee.
Mrs. Mula feels a percentage for the amount of hours spent should be charged back to the applicant. It would be fair with the rest of the tax payers to have some sort of charge for this service. She has asked the Zoning Inspector to research this matter.
2004-84. Mr. Montague moved to approve up to $400.00 for Margaret Muehling,
Chair of the Zoning Commission, Ruth Aster, Zoning Commission member, and Cathy
Cotman, BZA member, to attend the Ohio Land Use Program at Maumee Bay Resort
and Conference Center on March 11 and 12, 2004.

Mr. Montague announced the Board is awaiting information on the content of the final contract from Assistant Geauga Prosecutor Rebecca Schlag.
