The Chester Township Board of Trustees met in regular session Wednesday, December 22, 2004, in the Town Hall Meeting Room at 7:00 p.m.  Chairwoman Patricia M. Mula, presided.

 

All trustees and the clerk present.

 

PLEDGE

 

The Board led the audience in reciting the Pledge of Allegiance to the Flag.

 

CLERK’S FOLDER

 

2004-580.    Mrs. Mula moved to approve and sign Road Dept. Payroll Time Sheet dated

December 18, 2004.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-581.    Mrs. Mula moved to approve authorization for the Township Clerk to

execute an appropriation transfer of funds within the General Fund in the amount of  

$50.00 from line item account 01-A-26 Other Expenses to line item account 01-A-02 Salary – Clerk to cover final payroll of 2004.   Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-582.    Mrs. Mula moved to approve authorization for the Township Clerk to

execute an appropriation transfer of funds within the Fire Fund in the amount of

$2,670.00 from line item account 10-A-7 Utilities to line item account 10-A-15 Other Expenses for repair of 2nd floor air conditioner at Fire Station I.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

Clerk Austin explained the 2005 General Fund Appropriations and answered questions from the Board of Trustees.

 

Discussion of fire fund monies.

 

2004-583.  Mrs. Mula moved to approve and sign Payroll Warrants #PY 46510 through 46546; Payroll Withholding Warrants #PW 46547 through 46549; Payroll Withholding Warrants #PW 46551 through 46561 with #46550 void due to incorrect amount.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

Clerk’s Note:  The ending number used on December 16, 2004 was #46509; the beginning number used on December 22, 2004 is #46510.

 

2004-584.  Mrs. Mula moved to set a date for the public hearing of Z-2004-1 for January 13, 2005, at 6:30 p.m.  Mr. Montague seconded.  Vote:  Unanimous.  Motion passed. 

 

2004-585.  Mrs. Mula moved to approve and sign Application for Polling Location for the Geauga County Board of Elections to use the Town Hall Meeting Room as a polling location on February 8, 2005, Special Election.   Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-586.  Mrs. Mula moved to approve and sign an Application for Use of the Chester Town Hall Meeting Room by the CAC (Citizens’ Advisory Committee) for a regular meeting on Tuesday, January 11, 2005, from 7:00 to 9:00 p.m.   Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-587.Mrs. Mula moved to accept and sign the Annual Township Highway

System Mileage Certification (2004) for a total of 78.66 Township miles for calendar year 2004.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-588.Mrs. Mula moved to approve and sign Deed for Cemetery Lot for James

L. McLaughlin, Chester Township, for Lot 385, Sites 3 and 4, Section C, in the Chester Twp. Cemetery and sign the Cemetery Deed Record Book.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

Mr. Stevens reported on his attendance at the public hearing on the Geauga County Mitigation Plan.  He would like the Chief and Road Superintendent to see if there are any areas that may qualify for the grant money. 

 

Discussion ensued regarding possible locations within Chester Township which may qualify for the grant money.
