The Chester Township Board of Trustees met in regular
session Thursday, November 4, 2004,
in the Town Hall Meeting Room at 7:00 p.m. Chairwoman Patricia M.
Mula, presided.
Present: Trustees
Mula and Montague; Clerk Austin.
PLEDGE
The Board led the audience in reciting the Pledge of
Allegiance to the Flag.
CLERK’S FOLDER
2004-514. Mrs.
Mula moved to approve and sign Purchase Order #PO 40201 to Ambrose, Inc.,
Chester Twp.,
for $20,000.00 for one 2003 Chevy 2500 HD
pick-up Truck from Fund 04-A-04 and approve and sign Voucher Warrant #VW 46133. Mr. Montague
seconded. Vote:
Unanimous. Motion passed.
2004-515. Mrs.
Mula moved to approve a letter to Jeff Nokes to amend
a Certificate of our Estimated Resources by $40,000.00
from Restitution Funds. Also requesting an
amendment of our Permanent Appropriations by $40,000.00 to fund 01-A-26D,
Former Clerk’s Prosecution Expenses. Mr. Montague
seconded.
Vote: Unanimous.
Motion passed.
2004-516. Mrs.
Mula moved to approve and sign Voucher Warrants #VW 46112 through 46132; #VW
46134 through 46140 and #46142 and declare #46141 void due to Trustee’s looking
into necessity of service. Mr. Montague
seconded.
Vote: Unanimous. Motion passed.
Clerk’s note: The
ending # used on 10-28-04
was #46111; the beginning # used on 11-4-04
is #46112.
2004-517. Mrs.
Mula moved to approve $702.00 payable to Tim
Dunn 9421 Sherman Road and $600.00 payable to
Tom May, 9593 Sherman Road regarding the easement for the improvement of
Sherman Road as accepted by them. These dollars will be taken from Fund 01-A-26
and returned when the project for the improvement of Sherman
Road is assessed. Mr. Montague
seconded.
Vote: Unanimous. Motion passed.
2004-518. Mrs.
Mula moved to approve letters to the Road Dept.,
Fire Dept. and Police Dept.
congratulating them respectively on the passage of their levies. Mr. Montague
seconded.
Vote: Unanimous. Motion passed.
2004-519. Mrs.
Mula moved to approve and sign letters to be published in the News Herald, The
Times, Chesterland News and the Plain Dealer thanking the voters for their
support of the Chester Twp. levies which
passed in the November 2, 2004,
election.
Mr. Montague seconded. Vote:
Unanimous. Motion passed.
Mrs. Mula informed the
Board that Mike Joyce will be attending a work session at the County for pictometry software demonstration presented by Lou Marian
of the Geauga County Auditor’s Office training as an add on to the GIS on
Monday, November 8, 2004, at 1:30 p.m.
Mrs. Mula said she attended
the Zoning Commission meeting on November
3, 1004, when a presentation was made by a representative from
Foresight Engineering regarding clarification of some of the boundaries within
the township.
Discussion ensued regarding the use of restitution monies to
pay off outstanding loans which the township still owes. The Clerk cautioned the Board that there are
still litigation costs which are outstanding that will need to be paid and asked that the trustees check with legal
counsel to see what they feel could be an estimate of future litigation costs.
Items to be scheduled for the November 11th
trustees meeting: Margaret Muehling,
Zoning Commission; draft letter to residents on Marilyn
Dr. letter, pay
off of outstanding loans. Sally Bell of the Dept.
on Aging to be scheduled for the November 18th trustees meeting.
PUBLIC INPUT
Mr. Ron Cotman concurred
with the trustees that anytime a loan can be paid off early is a cost savings
and is a good practice.
Mr. Montague informed the
audience regarding the history of reducing speed limits in the past in answer
to a question raised by a resident on Cedar Road.
ADJOURNMENT
There being no further business before the Board, Mrs.
Mula adjourned the meeting at 7:26 p.m.
