The Chester Township Board of Trustees met in regular session Thursday, October 14, 2004, in the Town Hall Meeting Room at 7:00 p.m.  Chairwoman Patricia M. Mula, presided.

 

All trustees and the clerk present.

 

PLEDGE

 

The Board led the audience in reciting the Pledge of Allegiance to the Flag.

 

2004-475.    Mrs. Mula moved to approve and sign the Road Dept. Payroll Time Sheet

dated 10-9-04.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-476.    Mrs. Mula moved to approve and sign Purchase Order #PO 40188 to Joseph

W. Diemert & Assoc., Cleve., Ohio, for $1,166.66 for retainer fees for November and December, 2004, ($583.33 mo.) from Fund 09-A-10; #PO 40189 to J & L Door Service, Chest., Ohio, for $4,504.00 for furnishing and installation of a new garage door on the pole barn – includes an electrical opener from Fund 04-A-08; #PO 40190 to Truck Service, Inc., Indianapolis, Ind., for $2,390.00 for replacement of four springs on one dump truck from Fund 04-A-06; #PO 40191 to Arms Trucking Co., Burton, Ohio, for $10,000.00 for cinders and slag from Fund 04-B-02; #PO 40192 to Universal Oil, Inc., Cleve., Ohio, for $620.00 for two 55 gallon HYD fluid from Fund 04-A-05.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-477.    Mrs. Mula moved to approve and sign Payroll Warrants #PW 45931 through

45964; Payroll Withholding Warrants #PW 45965 through 45973; Payroll Withholding Warrant #PW 45975; Voucher Warrants #VW 45976 through 46004 and declare #45974 void due to clerical error.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

Clerk’s Note:  The ending # used on 10-7-04 was #45930; the beginning # used on

10-14-04 is #45931.

 

2004-478.    Mrs. Mula moved to waive the fee for a zoning certificate for a special event

banner ($60.00) for the West Geauga Kiwanis for their annual sale of Christmas trees at the Chester Square Plaza.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-479.    Mrs. Mula moved to approve and sign letters of authenticity from items sold

at the auction to Dr. Mark Tozzi, Bentleyville, Ohio, and Dave and Amy Bajzel, Chester Township, for their purchases.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

2004-480.    Mrs. Mula moved to approve and sign Application for Use of the Town Hall

Meeting Room as a rain location for the annual pumpkin giveaway by Realty One on October 30, 2004.  Mr. Stevens seconded.  Vote:  Unanimous.  Motion passed.

 

POLICE DEPT.

 

Chief Joseph Orosz presented information on Homeland Security.  (see attached Terrorist Preparedness Report dated October 11, 2004, as presented this evening)

 

DR. ANTHONY PODOJIL

 

Dr. Podojil gave information to the Board and the audience regarding the West Geauga School’s upcoming levy and the bond issue renewal.  If the levy does not pass, the  school district will be in a state of fiscal emergency.

 

Also, Dr. Podojil said that there will be videotaping done of the storm stream line which runs from the school down Carmichael Drive where the contamination in the creek occurred.  This was due to a school employee while cleaning the floors at the school, dumping products used down a sanitary sewer at the school which was faulty.  The products used were from waxing and stripping the floors.  They are waiting for the report from the video taping and all other agencies involved to get back to the school and will get that information to the Board of Trustees when the information becomes available.

 

ROAD DEPT.

 

Discussion ensued regarding pick up of unwanted items for senior citizens in Chester Township.  Mrs. Mula explained this is being done in other Geauga County townships.  Local Road Departments are picking up the unwanted items from the senior citizens properties after the Dept. on Aging determines the eligibility of the residents.  Decision to write a letter to the Dept. on Aging to obtain more information on this program.

 

Road Superintendent Chuck Mascella reported that the Heath Road resurfacing project is started and should be complete in eight days. 

 

A meeting with Mrs. Hennessy on Marilyn Drive was held; they are at an impasse with the South Woodside residents as to keeping the basin cleaned and maintained. 

 

Mrs. Mula requested that a letter be sent to the Marilyn Drive residents informing them of sharing the cost of maintenance of the flooded ditches.  The Road Superintendent will write the letter for the Board of Trustees to sign.

 

Discussion of a letter from a resident on Ward Drive.  The property owners are responsible for this flooding problem.  Mr. Mascella will draft a letter advising the residents of the advice from legal counsel regarding this situation.

 

Discussion of the rental of the apartment on Mayfield Road owned by the township.  A coin toss was used to determine who will rent the apartment since both people who are very interested in leasing the apartment put their requests in on the same day.

 

The Clerk’s Office will notify the individual who won the coin toss to see if they are still interested in renting the apartment.
